This fix is super-easy and should work in Windows 7 and Vista as well. The use case here was a computer that had been massively and severely infected by malware had a proxy server set in the Internet Explorer internet settings. Every time I unchecked the proxy server, it would just reappear. A note at the bottom of the window said that some settings were being managed by the Administrator. The fix? Be the Administrator.
- Navigate to c:\windows\program files(x86)\internet explorer
- Right-click on iexplorer.exe and select “Run as administrator”
- Click on the gear, select Internet Options then the connections tab
- Click on LAN Settings
- Uncheck Use Proxy Server and click OK
